The Tour Montparnasse, erected in 1973, was the final skyscraper to be built in downtown Paris. However, in order to accommodate Paris's rising population, height limitations were loosened in 2010, and residential structures can now reach a height of 50 meters (164 feet) while commercial buildings can reach a height of 180 meters. Before this change took place, the highest building in Paris was the Puecherin apartment block at 49 meters (157 feet).
In addition, all buildings over 10 meters (33 feet) must have either an elevator or a lift for disabled people. The Ark de l'Hôtel-Dieu is an example of a building that meets these requirements.

Paris has not learnt from its tower experience. When modernists ruled the planning department in Paris in the 1960s and 1970s, height restrictions were loosened. The internationally reviled 210-meter (689-ft.) Tour Montparnasse, which defaced the city in 1973, was one effect. Another was that many tall buildings went up in Hong Kong and Tokyo instead.
The problem with parisian high-rises is not that they're all low-rise, it's that they're all different sizes. In order to fit into a square or rectangular plot of land, they have to be either very narrow or very long. This makes them difficult to build and maintain, and also limits what can be done with their heights. A building needs to be at least as wide as it is high in order for you to be able to put a lift in it. If it's too narrow, then it's difficult if not impossible to get construction equipment in to work on it.
The only real exception to this rule is the Pompidou Center, which is made up of three separate towers each of which rises over 40 meters (130 feet). But even this building was not intended to be permanent. It was designed to be replaced by another version once it became too expensive to maintain the original structure.

A skyscraper is a tall, continually inhabited structure with several stories. Skyscrapers are currently defined as being at least 100 m or 150 m tall, while there is no widely recognized definition. The word "skyscraper" was originally applied to buildings with at least 10 floors but now includes buildings with as many as 500 floors or more.
The tallest building in the world is currently the Shanghai Tower which rises 468 m (1,525 ft) and has 493 floors. It is expected to remain the world's tallest building for some time because of its unprecedented size. It is not possible to define a maximum height for skyscrapers because their function is to offer greater space, but there is a limit on how high you can build before it becomes impractical to use human labor as a load-bearing element. Above this height, wind forces become a problem and building design changes may be required.

When you combine the two, you may expect a quick growth in building heights. From 1988 to 2017, the average height of completed skyscrapers in New York and Shanghai. A skyscraper is defined in this context as a structure that is at least 150 meters tall. CTBUH's Skyscraper Center is the source of this information. Wages are a major cost factor all across the world. So when calculating the average price of a square meter in office space, it makes sense to use the median price instead of the mean price.
The result is 928 feet (282 m), made up of 24 stories with a size of 42,000 square feet ($1.12 million) per floor. This translates into a monthly rent of $90,000 - which is actually not that far from what was being paid by our example company!
In conclusion, the average building in the world is 928 feet tall if we consider only the number of floors it has. This does not take into account other characteristics of these buildings such as whether they are commercial or residential, etc. But still, this value is very accurate if we only want to know how high a typical building is.
