A housing estate (also known as a housing complex or housing development) is a collection of residences and other structures constructed as a single property. As a result, a housing estate is often developed by a single contractor employing only a few forms of home or building design, resulting in a homogeneous appearance. This is unlike a traditional neighborhood, where homes are built by different homeowners for themselves, thus having different styles and architecture.
Housing estates were originally developed as working-class suburbs; however, over time they have become popular with both the middle class and the rich, due to their convenient location near major cities and their relatively inexpensive prices.
Today, housing estates are found everywhere in the world, most commonly in new suburban developments. They can also be found in some older neighborhoods that lack commercial activity at their centers, such as downtown areas and rural towns.

For example, some cities require developers to set aside space for community facilities like parks or recreation centers. Others may have zoning ordinances that restrict the height of buildings or the amount of parking spaces that can be constructed on a site. Still others may have open space requirements: at least 40% of any given development project must be set aside as open space.
